This module discusses these five steps for designing questionnaires. However, keep in mind that there are no universally accepted rules. When you have more than one possible solution, as in the case of ordering questions (see Step 2), weigh each one's merits and tradeoffs. Draft the questionnaire and then use pilot testing to guide your decisions.
