Because the instructors were volunteers, there will always be a bias in the results that will cast doubt on their generalizability to other instructors, who may not be as motivated. At best, the evaluators will be able to say that the intervention is effective with the participants. In determining the fate of the project, it will be up to the stakeholders to decide how generalizable the success of the volunteers is to instructors who might be required to participate.
